I'm a little confused. The second paragraph of this blog states that slough throw up is going downstairs to study German and circuitry, but he hasn't yet met Sir Stephen. So why is he studying rocket circuitry before being commissioned by Stephen and Waxwing? Just out of curiosity?
Slothrop was studying technical German from far in the past which we could see from when Tantivy took pictures of his desk in 1.3 at ACHTUNG. As for Rocket studies, it is shown that people at the casino set him up with these schematics, though I guess its kind of unclear who started him on these studies. Katje had influence on him in regard to that, as did Wivern though that's highly inferential as he is only mentioned a couple times briefly in Part 2. Basically this whole plot sending him to the Casino is a set up to get him to study this stuff, which means everyone he is with (before and after Stephen) are in on it.
